Memorandum by the Chief Executive Officer
To Council:
On 15 December 2025, Council approved grant funding
as part of the Dixon Street Improvement Grant program. This funding program
supports capital works that improve shop and building frontages on Dixon Street
south with matched funding that contributes to:

the visible renewal of Dixon Street (south)
shopfronts and facades, making the street more active and attractive
·
the creation of a ‘chef’s gallery’ bringing the
theatre of food preparation to Dixon Street
·
the distinct character and identity of Dixon Street
as the historic heart of Chinatown.
City staff have been made aware of the need
to amend one of the grants that was approved to account for a required change
of recipient. The grant in question is a total of $60,000 in cash originally
awarded to Sweet Lu Pty Ltd (ABN 53 625 355 660) to support the shopfront and
internal space upgrade of 2/63-69 Dixon Street.
In early January 2026, the City learnt that
the lessee of the property in question is a different (but closely related)
entity and therefore a change of grant recipient is required from Sweet Lu Pty
Ltd (ABN 53 625 355 660) to Sweet Lu (City) Pty Ltd (ABN 87 637 193 590).
Sweet Lu (City) Pty Ltd is an Australian
Private Company and is eligible to receive funding through the Dixon Street
Improvement Grant program and City of Sydney staff are satisfied that providing
the funds to this entity is required to ensure delivery of the project. The
project, grant funding amount, and criteria for funding remain the same. In
accordance with the resolution of Council of 15 December 2025 that approved
this grant funding, Council is required to approve any change to the identity
of a grant recipient.

resolved that Council approve the change of grant recipient for the shopfront
and internal space upgrade of 2/63-69 Dixon Street as part of the Dixon Street
Improvement Grant program from Sweet Lu Pty Ltd (ABN 53 625 355 660) to Sweet
Lu (City) Pty Ltd (ABN 87 637 193 590).
