Moved by Councillor Arkins, seconded by Councillor Thompson –

It is resolved that:

(A)      Council note:

(i)         the City of Sydney’s Public Toilet Strategy (2014) an exemplar lead in the public toilet policy space;

(ii)        the City’s recent work in expanding the opening hours of our new automated public toilets (APTs), meaning even more people in need are able to safely access a toilet when they need to;

(iii)      the NSW Parliamentary Inquiry into Public Toilets (“the Inquiry”), led by Greens MLC Dr Amanda Cohn, which assessed the current capability of public toilets to provide safe and accessible toilet infrastructure;

(iv)      the recommendations made by the Inquiry identify gaps in safety and universal access;

(v)       many of the recommendations are most adequately responded to at a local government level; and

(vi)      in February 2026, the Chief Executive Officer advised Council that a comprehensive review of the City’s Public Toilet Strategy is planned to commence in the 2026/27 financial year; and

(B)      the Chief Executive Officer be requested to:

(i)         consider the relevant recommendations of the NSW Parliamentary Inquiry into Public Toilets as part of the review of the City’s Public Toilet Strategy and make changes, as appropriate; and

(ii)        report the City’s updated Public Toilet Strategy to Council.
