Recommendation

It is recommended that the Committee endorse the installation of the following in Defries Avenue, Zetland;

(A)      A raised pedestrian crossing just south of Hutchinson Walk;

(B)      Increase the width of the footpath by 2.1 metres in the following locations:

·                On the western side, between the points 0 metres and 15.4 metres south of Hutchinson Walk;

·                On the eastern side, between the points 0 metres and 15.7 metres south of Hutchinson Walk;

·                On the western side, between the points 0 metres and 10 metres north of Hutchinson Walk; and

·                On the eastern side, between the points 0 metres and 12.7 metres north of the Hutchinson Walk;

(C)      The reallocation of parking on the western side, between the points 11.1 metres and 15.4 metres south of Hutchinson Walk, as "No Stopping";

(D)      The reallocation of parking on the western side, between the points 19.5 metres and 34.6 metres (three car spaces) south of Hutchinson Walk, as "4P 8am-6pm Mon-Fri"

(E)      The reallocation of parking on the eastern side, between the points 10.7 metres and 15.7 metres south of Hutchinson Walk, as "No Stopping";

(F)       The reallocation of parking on the eastern side, between the points 15.7 metres and 21.6 metres (one car space) south of Hutchinson Walk, as "Taxi Zone";

(G)      The reallocation of parking on the eastern side, between the points 21.6 metres and 28.3 metres (one car space) south of Hutchinson Walk, as "P15 Minutes";

(H)      The reallocation of parking on the western side, between the points 5.4 metres and 10 metres north of Hutchinson Walk, as "No Stopping";

(I)        The reallocation of parking on the eastern side, between the points 3.7 metres and 12.7 metres north of Hutchinson Walk, as "No Stopping".

Decision

The Committee carried the recommendation unanimously.

Background

The City has long advocated for a 40km/h speed limit in our local government area to improve safety for pedestrians and cyclists and we are taking measures to reduce the speed of vehicles for the benefit of pedestrians.

In February 2018, after extensive negotiation, the Roads and Maritime Services (RMS) agreed ‘in principle’ to install a 40km/h Local Traffic Area (LTA) speed limit in Waterloo. However, the city needs to implement a number of speed reduction treatments in Waterloo to slow down traffic and improve pedestrian access.

As part of these works, the City is proposing the provision of a raised pedestrian crossing across Defries Avenue, Zetland, just south of Hutchinson Walk, to improve safety and accessibility for local residents and slow down traffic.
