Recommendation

It is recommended that the Committee endorse the following temporary road closures for the Sydney Running Festival 2018:

·                Park Street, Sydney, between College and Elizabeth Streets, for the installation of a pedestrian overbridge from 11pm Saturday 8 September to 9am Sunday 9 September 2018 and from 10pm Friday 14 September to 6am Saturday 15 September 2018;

·                Park Street, Sydney, between College and Elizabeth Streets, for the removal of the pedestrian overbridge from 7pm Sunday 16 September to 4am Monday 17 September 2018; and

·                Various streets in Pyrmont, Millers Point, central Sydney, Darlinghurst, Surry Hills and Moore Park for the Running Festival on Sunday 16 September 2018 from 1am to 1.30pm.

 Subject to the following conditions:

(A)      The Applicant must comply with the temporary road closure conditions as stipulated in Schedule A of this agenda.

(B)      The Applicant has nominated 7pm Sunday 9 September to 4am Monday 10 September 2018 and 11pm Saturday 15 September to 4am Sunday 16 September 2018 as contingency dates for the installation of the pedestrian overbridge.

(C)      The Applicant has nominated 7pm Monday 17 September to 4am Tuesday 18 September 2018 as contingency dates for the removal of the pedestrian overbridge.

(D)      The Applicant must contact Sydney City PAC, Kings Cross PAC and Surry Hills PAC to discuss deployment of user pay police for the event.

(E)      The Applicant must contact the City’s Venue Management Unit to discuss the event.

(F)       The Applicant must submit a Traffic Management Plan to be approved by Roads and Maritime Services (RMS), Sydney Buses, NSW Police and the City.

(G)      The Applicant shall submit the approved Traffic Management Plan to RMS and the City six weeks prior to the event.

(H)      The Applicant must contact RMS to discuss Special Event Clearways for the event.

(I)        The Applicant must provide a telephone number of the supervisor responsible for the proposed event and include contact details in the notification letters to be distributed to affected stakeholders.

(J)       The Applicant must contact Sydney Buses and arrange and pay for the rerouting of bus services around the closures, the temporary relocation of bus stops and any additional staff required.

(K)      The Applicant must contact the Sydney Coordination office to discuss the event and its impacts on works associated with the CBD and South East Light Rail (CSELR) project or other major works in the CBD.

Background

Event & Sports Projects Australia Pty Ltd (ESPA) on behalf of Pont 3 Pty Ltd (the Event Organiser) has applied for the temporary road closures for the Sydney Running Festival on Sunday 16 September 2018 and for the installation and removal of a temporary pedestrian overbridge on Park Street between Elizabeth and College Streets.

The Sydney Running Festival is one of the highlights of Australia’s running calendar and is expected to attract over 33,000 participants from across NSW, interstate and overseas. The Festival will showcase Sydney’s many landmarks and attractions around Sydney Harbour, Botanic Gardens, Centennial Park and the Opera House.

There are various street closures in Pyrmont, Millers Point, central Sydney, Botanic Gardens, Darlinghurst, Surry Hills, Moore Park and Centennial Park.
