Recommendation
It is
recommended that the Committee endorse the implementation of the following
traffic treatments:
(A) A separated cycleway on the western
side of Railway Parade, Eveleigh between 0.0 metres and 11.34 metres north of
Swanson Street;
(B) Shared path on the western side of
Railway Parade, Eveleigh between 11.34 metres and 113.76 metres north of
Swanson Street;
(C) Raised pedestrian crossing on
Railway Parade, Eveleigh between 100.00 metres and 108.04 metres south of
Sydney Lane; and
(D) Kerb extensions on the western side of
Railway Parade, Eveleigh between 106.54 metres and 113.76 metres south of
Sydney Lane.

Advice
The Committee unanimously supported
the recommendation, as noted on the Agenda. However, Transport for NSW (TfNSW) does not support the revised plan circulated to
Committee Members.
City Staff to further liaise with Transport for NSW (TfNSW) regarding the traffic arrangement at the
intersection of Swanson Street should the City change the traffic arrangement in
Railway Parade.
Background
This project
includes a 2.4m wide separated bi-directional cycleway at Bridge Street between
Ashmore Street and Swanson Street, getting across Swanson Street and continuing
along Railway Parade and joining Henderson Road up until its intersection with
Mitchell Road. It also includes bi-directional cycleway on Ashmore Street
between Fox Avenue and Mitchell Road and conventional running separated
cycleway on each side of Harley Street between Mitchell Road and McEvoy Street.
These
project aims to fill in the missing links on the City’s bike network identified
in the Cycling Strategy adopted by Council in November 2018. They will improve
the safety of people riding locally, or to work or school. This will serve as
strategic connection while improving amenity of the area while supporting
overall traffic calming.
It was
endorsed to convert Railway Parade into one way southbound between Swanson
Street and Sydney Street at the traffic committee meeting on 18 February 2021.
However, this decision was overturned by Council in its March 2021 meeting and
new proposal to retain two-way traffic arrangement at Railway Parade was
requested.
