Recommendation

It is recommended that the Committee note the following parking changes that were endorsed out of session on the 26 June 2023:

In Harrington Street, north of Grosvenor Street:

(A)      On the western side between the points 0 metres to 26.6 metres as "No Stopping" and "Tow Away Zone";

(B)      On the western side between the points 26.6 metres to 38.8 metres as "P Motorbike Only 6am-6pm Mon-Fri", "4P Ticket 6pm-10pm Mon-Fri, 8am-10pm Sat-Sun and Public Holidays" and "Tow Away Zone";

(C)      On the western side between the points 38.8 metres and 45.4 metres as "No Parking" and "Tow Away Zone";

(D)      On the western side between the points 45.4 metres and 47.4 metres as "P Motorbike Only 6am-6pm Mon-Fri", "4P Ticket 6pm-10pm Mon-Fri, 8am-10pm Sat-Sun and Public Holidays" and "Tow Away Zone";

(E)      On the eastern side between the points 104.1 metres and 119.7 metres as "Mobility Parking Only" and "Tow Away Zone"; and

(F)       On the eastern side between the points 119.7 metres and 133.1 metres as "No Stopping" and "Tow Away Zone".

In Essex Street, west of Harrington Street:

(G)      On the southern side between the points 0 metres and 14.5 metres as "No Stopping" and "Tow Away Zone".

In Grosvenor Street, east of Harrington Street:

(H)      On the northern side between the points 0 metres and 84 metres as "No Stopping" and "Tow Away Zone".

Background

The City of Sydney's Sustainable Sydney 2030-2050 Continuing the Vision strategic plan identifies George Street as the central spine of the city centre. The vision for George Street is a pedestrianised boulevard designed to provide a focus for public life in the city centre with light rail connecting three city squares – Circular Quay, Town Hall and Central Station.

George Street, between Hunter Street and Railway Square, has had traffic treatments installed to close the road to general traffic and convert it into a pedestrian boulevard following the introduction of the CBD and South East Light Rail (CSELR).

To continue the pedestrian boulevard, it is proposed to install traffic treatments to close the road to general traffic and widen the footpath of George Street between Hunter Street and Alfred Street. These treatments are split into three stages.

Stage 1A works were endorsed by the Committee at its December 2022 meeting, the scope of which included George Street between Hunter Street and Bridge Street as well as nearby roads. Stage 1A traffic treatments were implemented by temporary barriers in January 2023.

Stage 1B road closures, turn restrictions and kerb and footpath changes were also endorsed by Committee in December 2022 and includes treatments on George Street between Bridge Street / Grosvenor Street and Essex Street as well as the nearby roads. Early works for Stage 1B are planned to be implemented with temporary barriers in July 2023.

Parking changes for Stage 1B (this report) were not included in the December 2022 proposal as they were subject to further consultation.
