Decision:

The original motion was moved by Councillor Ellsmore, seconded by Councillor Scott.

It is resolved that: 

(A)      Council note that the City of Sydney’s Community Strategic Plan - Delivering Sustainable Sydney 2030-2050 establishes key targets, strategies and actions which the Council commits to deliver; 

(B)      Council note that:

(i)         since 2004, the City of Sydney has steadily improved accessibility to our libraries, town halls and community facilities by creating step free entries, installing lifts and upgrading toilets and other amenities. More than 90 per cent of our facilities are now accessible; and

(ii)        since 2019, all upgrades of our streets, parks and open spaces have been guided by the City’s Inclusive and Accessible Public Domain Policy and guidelines, that were awarded the 2020 Disability Access and Inclusion category of the 2020 National Awards for Local Government;

(C)      Council further note that:

(i)         the City of Sydney’s A City for All: Inclusion (Disability) Action Plan 2021-2025 sits under the Community Strategic Plan, and includes a range of targets, strategies and actions in relation to disability inclusion to create more accessible places and spaces, more accessible and adaptable housing and achieve a higher rate of meaningful employment for people with disability. For example:

(a)       in December 2023 Council approved the Draft Development Control Plan – Policy and Housekeeping Amendments 2023 for public exhibition, which include a commitment to at least 15 per cent of dwellings at Platinum level as defined in the Liveable Housing Design Guidelines; and

(b)       in addition to our major capital works projects, the City’s spend about $25 million each year improving access in parks and streets; and

(ii)        the plan is currently under review and the City is considering targets as part of the development of the next iteration of the Inclusion (Disability) Action Plan 2025-2029; and

(D)      noting existing targets and actions, the Chief Executive Officer be requested to ask that staff consider potential disability inclusion targets which could be adopted into the Inclusion (Disability) Action Plan 2025-2029 and the subsequent Community Strategic Plan including as appropriate, in relation to:

(i)         specific timelines for the delivery of accessible streets and public places; 

(ii)        increases in accessible and adaptable housing; and 

(iii)      employment targets within the Council.

*Note – Councillor Weldon abstained from voting on this matter. Pursuant to the provisions of clause 10.4 of the Code of Meeting Practice, Councillor Weldon is taken to have voted against the motion.
