Recommendation

It is recommended that the Committee endorse the installation of the following treatments in Cope Street, Waterloo;

(A)        A 2.4 metre wide separated cycleway on both sides of the street between the points 0 and 154.8 metres east of Cope Street;

(B)        Changes to kerbside parking restrictions to "No Stopping" yellow line marking at the following locations east of Cope Street;

On the northern side of Wellington Street, between the points:

·             9 metres and 29 metres;

·             51.1 metres and 82.8 metres;

·             92.6 metres and 105.6 metres;

·             110.9 metres and 120.4 metres; and

·             144.5 metres and 154.8 metres.

On the southern side of Wellington Street, between the points:

·             9 metres and 15.5 metres;

·             27.4 metres and 42.3 metres

·             48.3 metres and 54.3 metres;

·             69 metres and 75.1 metres;

·             82.8 metres and 86.3 metres

·             109 metres and 120.4 metres; and

·             144.2 metres and 154.8 metres.

Advice

The Committee unanimously supported the recommendation and noted the amendment to the Consultation as follows:

A letter was posted to residents, inviting them to give feedback on the proposal. 1050 letters were distributed.

Outcome from the engagement:

Feedback was received through the interactive map, an online survey and via email.

  • 27 people left a total of 55 comments on our interactive map. 135 upvotes and 1 downvote were received on 14 comments supporting the design.
  • 4 email submissions were received. 2 were supportive, 1 opposed, and another opposed due to parking loss.
  • 40 people (approx.) attended the information sessions at the intersection of George and McEvoy Streets.

Our response to community feedback was included in the engagement report to Council on Monday 21 August 2023.

Background

The City’s Cycling Strategy and Action Plan adopted by Council in 2018, identifies a requirement to improve connectivity for bicycle riders across the City’s bicycle network.

This project aims to fill in the missing links on the City’s bike network identified in the Cycling Strategy adopted by Council in November 2018. They will improve the safety of people riding locally, or to work or school. This will serve as strategic connection while improving amenity of the area while supporting overall traffic calming.
