Shared Zones in Chippendale

It is resolved that:

(A)      Council note:

(i)         Census data from 2011 and 2016 indicates the population of Chippendale grew by 112 per cent over that period, from 4,057 to 8,617;

(ii)        that with the continued development of the Central Park precinct not only will the residential population continue to rise, but student and visitor numbers will also swell as more and more people take advantage of new dining and retail options;

(iii)      that a number of streets in Chippendale are already classified as Local Traffic Areas and have a speed limit of 40 km/h;

(iv)      only one street in the suburb is a Shared Zone with a speed limit of 10 km/h, where vehicles must give way to pedestrians at all times;

(v)       that the City of Sydney recognises that everyone is a pedestrian at some time and should be able to walk safely through the streets of any community; and

(vi)      the establishment of Shared Zones is designed to improve pedestrian safety and amenity, and ensure that drivers are aware that people have priority; and

(B)      the Chief Executive Officer be requested to:

(i)         conduct an audit of all streets in the suburb of Chippendale to identify those that have the potential to be converted to Shared Zones under the technical directions outlined out by Roads and Maritime Services NSW and then implemented by the City's Local Pedestrian, Cycling and Traffic Calming Committee; and

(ii)        report back to Council with a list of streets that could be converted to Shared Zones, as well as next steps to implement those zones via a CEO Update at the earliest opportunity.

It is resolved that:

(A)      Council note:

(i)         In January 2007, consultants were commissioned by the City of Sydney to undertake a Local Area Traffic Management (LATM) study of Chippendale, the principle objective of which was to identify the existing traffic issues in Chippendale and develop a set of LATM measures to address these issues with an ultimate aim to further improve public amenity;

(ii)        In March 2008, Council endorsed the proposed Chippendale draft LATM Scheme treatments and priorities and this has since addressed many of the traffic issues identified in the initial report and has resulted in further improvements to public amenity for the Chippendale community;

(i)         conduct an audit of all streets in the suburb of Chippendale to identify those that have the potential to be converted to Shared Zones, that are not already scheduled for shared zone conversion, under the technical directions outlined out by Roads and Maritime Services NSW and then implemented by the City's Local Pedestrian, Cycling and Traffic Calming Committee; and

(ii)        report back to Council with a list of streets that could be converted to Shared Zones and those that have already been identified for conversion, as well as next steps to implement those zones via a CEO Update at the earliest opportunity.
