Moved by the Chair (the Lord Mayor), seconded by Councillor Scully –

It is resolved that:

(A)        authority be delegated to the Chief Executive Officer to approve the cash and recommendations for the Cultural Sector Resilience Grant program as per Attachment A to the subject report;

(B)        Council note the applicants who were not successful in obtaining a cash grant in 2019/20 for the Cultural Sector Resilience Grant program as per Attachment B to the subject report;

(C)        authority be delegated to the Chief Executive Officer to approve the cash and recommendations for the Creative Fellowships Fund as per Attachment C to the subject report;

(D)        Council note the applicants who were not successful in obtaining a cash grant in 2019/20 for the Creative Fellowships Fund as per Attachment D to the subject report;

(E)        authority be delegated to the Chief Executive Officer to approve the cash and recommendations for the Small Business Grant as per Attachment E;

(F)        Council note the applicants who were not successful in obtaining a cash grant in 2019/20 for the Small Business Grant as per Attachment F to the subject report;

(G)       authority be delegated to the Chief Executive Officer to approve the cash and recommendations for the Community Services Grant as per Attachment G to the subject report;

(H)        Council note the applicants who were not successful in obtaining a cash grant in 2019/20 for the Community Services Grant as per Attachment H to the subject report;

(I)          Council note the Quick Response Grant's Covid-19 offering will close immediately whilst applications are assessed and finalised as there are sufficient applications to exhaust the budget;

(J)         authority be delegated to the Chief Executive Officer to negotiate, execute and administer agreements with any recipient approved for a grant under terms consistent with this resolution and the Grants and Sponsorship Policy as outlined in clauses (A) through (H) above;

(K)        Council request that the proposed budget and operational plan for 2020/21 to be presented to Council in June 2020 include an additional  $2,168,325 in the 2020/21 Grants budget to fund additional grants recommended for approval in 2020/21;

(L)         Council note that applications received as part of the current grant round be considered for the additional grants program in 2020/21, subject to adoption of a budget and operational plan which incorporates the additional funding;

(M)       authority be delegated to the Chief Executive Officer to approve the staff recommendations for the Creative Fellowships Fund, the Small Business Grant and the Community Services Grant for issue in 2020/21, subject to adoption of a budget and operational plan which incorporates the additional funding for these programs, including the to negotiate, execute and administer agreements under terms consistent with the Grants and Sponsorship Policy;

(N)        Council note that some of the applicants noted as not recommended for approval in the subject report will receive grants in 2020/21; and

(O)       Council note that the Chief Executive Officer will report back on the outcome of the additional grants made in accordance with clause (M) above by way of CEO Update.
