It is recommended that the Committee note the changes to the signalised intersection (TCS 0254) of Elizabeth and Goulburn Streets, Sydney, to install a "Bus Only" right turn bay and right turn signal phase for eastbound traffic in Goulburn Street, on approach to Elizabeth Street.

The Committee unanimously supported the recommendation.

Background

Previously buses were able to turn right from Goulburn Street onto Elizabeth Street by filtering through traffic with a “No Right Turn Buses Excepted” sign present. Following safety concerns the Exemption for buses was removed and the right turn is currently banned for all vehicles.

However, as this movement is considered vital to facilitate flexibility in the Sydney CBD, a dedicated right turn phase for buses is being installed to improve bus access along this key bus route. As such, a new “BUS ONLY right turn bay and right turn phase is being installed at this intersection.

The works are expected to be complete by August 2020.

The proposal is supported by all section of Transport for NSW and local bus operators.

Financial

All costs associated with the proposed closure will be borne by Transport for NSW.
