Pop-Up Cycleways Consultation

Decision:

Moved by Councillor Chung, seconded by Councillor Forster -

It is resolved that:

(A)      Council note:

(i)         the City of Sydney and Transport for NSW have jointly established pop-up cycleways in Sydney under the COVID-19 Legislation Amendment (Emergency Measures) Bill 2020;

(ii)        Transport for NSW has established a hotline and email to receive feedback on the pop-up cycleways;

(iii)      the City of Sydney has created a survey monkey form for people to register to participate in the ongoing consultation around the pop-up cycleways;

(iv)      on 15 July 2020, the Senior Community Engagement Coordinator held a cycleway information session at Erskineville Station and the residents were not informed of this; and

(v)       a comprehensive consultation plan has not been implemented to ensure that all stakeholders are able to give feedback on the pop-up cycleways; and

(B)      the Chief Executive Officer be requested to:

(i)         develop a comprehensive consultation plan, which includes all stakeholders, to understand the impact of the pop-up cycleways on the community;

(ii)        implement the consultation plan within four weeks; and

(iii)      report to Councillors via the CEO Update on the consultation plan and its outcomes.

It is resolved that:

(A)      Council note:

(i)         the City of Sydney and Transport for NSW have jointly established pop-up cycleways in Sydney under the COVID-19 Legislation Amendment (Emergency Measures) Bill 2020;

(ii)        Transport for NSW has established a hotline and email to receive feedback on the pop-up cycleways;

(iii)      the City of Sydney has created a survey monkey form for people to register to participate in the ongoing consultation around the pop-up cycleways;

(iv)      on 15 July 2020, the Senior Community Engagement Coordinator attended one of the City’s regular ‘share the path’ sessions and answered questions about the Pop-Up cycleway projects;  

(v)       the City created an engagement plan for the pop-up cycleways. As the infrastructure needed to be installed quickly to respond to the pandemic, the initial focus of the plan was on informing the community of the changes rather than seeking feedback, however the plan included actions for seeking feedback including opening the Sydney Your Say page;

(vi)      Transport for NSW also created their own engagement plans and the City collaborated with them on these; and

(vii)     the Lord Mayor has been liaising with the Minister about issues raised by the community, and asking City staff to work with Transport for NSW to find solutions to them; and

(B)      the Chief Executive Officer be requested to circulate the pop-up cycleway engagement plan to Councillors via the CEO Update.
