Decision details

It is resolved that:

(A)      Council note the public exhibition process for proposed alcohol-free zones and alcohol-prohibited areas undertaken in accordance with the Local Government Act 1993, and the matters raised in submissions as summarised in Attachment C to the subject report;

(B)      Council approve the establishment of alcohol-free zones and alcohol-prohibited areas listed in Attachment A to the subject report for a nine-month period, except for those noted at (E);

(C)      Council approve the establishment of the timed areas as outlined in Attachment A to the subject report;

(D)      Council approve the establishment of temporary alcohol-free zones outlined in Attachment A to the subject report;

(E)      Council not approve the following proposed alcohol-free zones and alcohol prohibited areas at:

(i)         Harris Street, from Fig to Quarry Streets, Ultimo

(ii)        High Street Gardens, Millers Point

(iii)      Strickland Park, Chippendale

(iv)      Bartley Lane, Chippendale

(v)       Buckland Lane, Newtown

(vi)      Egan Street, Newtown

(vii)     Watkin Street, from King Street to Wilson Street, Newtown

(viii)    Whateley Lane, Newtown

(ix)      King Street, from Newman Street to Sydney Park Road, Newtown

(x)       Bay Street, from Parramatta Road to Greek Street, Glebe

(xi)      Greek Street , Glebe

(xii)     Grose Street , Glebe

(xiii)    Francis Street, Glebe

(xiv)    Franklyn Street, Glebe

(xv)     Bourke Street, from Danks St to Phillip St, Waterloo

(xvi)    Danks Street, from Young St to Bourke St, Waterloo

(xvii)   Blackburn Street, Surry Hills

(xviii)  Towns Place, Millers Point

(F)      the Lord Mayor be requested to write to the Minister for Local Government to request an evaluation of alcohol-free zones and alcohol prohibited areas in preventing alcohol-related crime and anti-social behaviour without exacerbating disproportionate impacts on Aboriginal and Torres Strait Islander communities, social housing residents and people experiencing homelessness; and

(G)      the Chief Executive Officer be requested to:

(i)         continue to work with local residents and Aboriginal community-controlled organisations to co-design person-centred approaches to address alcohol-related harm alongside NSW Health, NSW Land and Housing Corporation, NSW Police and the NSW Department of Communities and Justice; and

(ii)        during the nine-month period approved in (B), comprehensively review all existing alcohol-free zones and alcohol prohibited areas in broad consultation with local residents, communities in social housing estates, neighbourhood advisory boards, community services – including Aboriginal community-controlled organisations, Torres Strait Islander, and culturally and linguistically diverse organisations, business and relevant NSW government agencies to determine which specific restrictions have broad community support and should be retained, and which can be lifted, and report back to Council with revised recommendations.
