Commencing in 2012 the City of Sydney (the City) has been upgrading a number of neighborhood facilities in the proximity of St James Park and John Street Reserve.
The work in the area has been broken into four phases of delivery:
• Phase one: St James Park which was opened to the public late 2014 with upgrade tennis facilities and playground equipment.
• Phases two and three: John Street Reserve where construction commenced January 2016 and is programmed to run until August 2016. John Street Reserve contains recreational space and native habitat areas.
• Phase Four: Shared zone traffic environments for roads surrounding the two newly upgraded parks improving pedestrian safety and accessibility in the absence of suitable pedestrian infrastructure.
Phases one, two and three have been completed to date.
Phase Four works will address the current lack of access for pedestrians who are currently using the carriageway as their main route of travel. The scope of works as outlined in this memo will be carried out in John Street, Wooley Lane and St James Avenue, Glebe. Providing a RMS approved Shared Zone as outlined below;
• The shared zone will be a category 2 RMS shared zone meaning that the scope of works will retaining existing kerbs and footpaths. Meaning what pedestrian infrastructure currently exists will still be there for use if desired by pedestrians.
• The shared zone will create a shared environment where cars are forced to travel at 10km and pedestrians will retain a right of way.
Recommendation
It is recommended that the Committee support the
installation of a Shared Zone in John Street, St James Avenue and Woolley Lane,
Glebe.
It is recommended that the Committee endorse the following:
(A) Continuous footpath treatment in John Street at the intersections with Clare and Woolley Streets;
(B) Continuous footpath treatment in St James Avenue at the intersection with Hereford Street;
(C) Continuous footpath treatment in Woolley Lane at the intersection with Woolley Street; and
(D) Raised thresholds in John Street and St James Avenue.

The Committee noted the recommendation unanimously.
Background
As part of the redevelopment of St James Park and the John
Street Reserve, it is proposed to make John Street, St James Avenue and Woolley
Lane, Glebe, a Shared Zone to prioritise access for pedestrians, control
vehicle speeds and preserve residential amenity.
