Recommendation
It is recommended that the Committee endorse the following parking changes and traffic treatments in Phillip Street, Sydney south of Martin Place:
(A) Reallocation of parking on the western side, between the points 77 metres and 89 metres as "No Stopping";
(B) Reallocation of parking on the western side, between the points 98 metres and 104 metres as "P30mins Ticket";
(C) Reallocation of parking on the eastern side, between the points 66 metres and 82 metres as "Mobility Parking 8am-6pm Mon-Fri" and "4P Ticket 6pm-12am Mon-Fri 8am-10pm Sat Sun & Public Holidays";
(D) Reallocation of parking on the eastern side, between the points 82 metres and 98 metres as "No Stopping";
(E) Installation of a U-Turn arrow and pavement line markings between 90 metres and 98 metres; and
(F) Introduce a "No Entry Bicycles and Supreme Court Vehicles Excepted" restriction for the southbound lane between 98 metres and 109 metres.

Advice
The Committee unanimously supported the recommendation.
Background
In July 2022, as part of the King Street Cycleway project,
the City completed works to make King Street one-way, east of Elizabeth Street
and a short section of Phillip Street. The works were installed to create a
safer crossing of King Street at Phillip Street for people walking and riding.
With the one-way arrangement, the Supreme Court of NSW has
raised concerns about increasing number of vehicles using its driveway to
perform U-turning movements. The U-turn vehicles impact on the accessibility
and safety of drivers entering and exiting the Supreme Court's car park.
