Recommendation

It is recommended that the Committee endorse the extension of the temporary road closure of Parkham Place and Parkham Lane, Surry Hills between Parkham Street and Bourke Street from 30 November 2023 to 31 March 2024.

It is also recommended that the Committee endorse the extension of the following temporary changes to the adjacent streets, during the above roadworks from 30 November 2023 to 31 March 2024 in Parkham Place, Mort Street and Parkham Lane:

(i)         The existing one-way traffic on Parkham Street, between Bourke Street and Parkham Place, be changed to two-way traffic:

(ii)        Both sides of Parkham Street be changed from 2P and part-time No Parking (school drop-off) into ‘No Stopping’ to enable the temporary two-way traffic flow;

(iii)       The existing unrestricted kerb space on the northern side of Mort Street, between 45 metres and 103 metres west of South Dowling Street, east of the school gate, be temporarily changed to ‘No Parking 8.30am-9.30am, 2.30pm-3.30pm, School Days Only’;

subject to the following conditions:

(A)       The Applicant must comply with the temporary road closure conditions as mentioned in Schedule B of this agenda.

(B)       The Applicant must comply with any other conditions imposed by City’s Construction Regulation Unit.

(C)       The Applicant has indicated the 31 March 2024 to 21 April 2024 as a contingency date.

(D)       The Applicant must contact the Surry Hills PAC to discuss deployment of user pay police for the road closure.

(E)       The Applicant is to obtain a Road Occupancy Licence from the Transport Management Centre prior to commencement of works.

The Applicant must provide a telephone number of the supervisor responsible for the proposed closure and include contact details in the notification letters to be distributed to affected stakeholders.

Background

On 18 March 2021, the Committee endorsed the installation of a Shared Zone in Parkham Place and Parkham Lane, Surry Hills, which included a continuous footpath treatment across Parkham Place just north of Parkham Street.

On 15 September 2022, the Committee endorsed the temporary road closures of Parkham Lane and Parkham Place, Surry Hills, between Parkham Street and Bourke Street, Surry Hills, from 7 November 2022 to 17 April 2023 to enable the construction of the above works and the redevelopment of Wimbo Park.

This endorsement also included the temporary change from one-way to two-way traffic on Parkham Street with temporary installation of 'No Stopping' signs and the temporary re-location of the school drop-off zone into Mort Street.

On 16 March 2023, the Committee endorsed the extension of the temporary road closures and changes to traffic and parking from 17 April 2023 to 30 November 2023.

To ensure all works in the Wimbo Park plaza project are completed which includes the connection of the new Parkham Lane shared zone to Bourke Street, the City needs to extend the timing for the previous changes from 30 November 2023 to 31 March 2024.
