Moved by Councillor Scott, seconded by Councillor Scully -

It is resolved that:

(A)      Council note:

(i)         the NSW Government has announced State Significant Precincts in Pyrmont, around Central Station, and in a range of other City of Sydney Areas;

(ii)        the Department of Planning Industry and Environment has developed a new approach to precinct planning that acknowledges local councils ‘know their people and communities best’;

(iii)      the approach includes ‘Council-led rezoning’ for State Significant Precincts that recognises council is best placed to deliver detailed planning within its communities;

(iv)      recent assessment of ‘Council-led rezoning’ proposals on Land and Housing Corporation (LAHC) sites, has demonstrated the City’s ability to deliver better planning outcomes for the local area that are driven by positive community engagement strategies; and

(v)       the City calls on the return of planning power for all private and government-owned sites in our local area so that the community can be meaningfully involved in the decision-making process and positively contribute to planning outcomes; and

(B)      the Lord Mayor be requested to write to the NSW Planning Minister expressing the above views.

Ayes (8)          The Chair (the Lord Mayor), Councillors Scott, Thalis, Kok, Miller, Vithoulkas, Phelps and Scully.

Noes (2)          Councillors Forster and Chung*.

*Note – Councillor Chung did not indicate a vote and is taken to have abstained from voting on this matter. Pursuant to the provisions of clause 9.4 of the Code of Meeting Practice, Councillor Chung is taken to have voted against the motion.
