It is resolved that:

(A)      Council note that in a statement to the Lord Mayor, the Minister for Water Property and Housing has confirmed that she is dedicated to growing the number of homes available to the Aboriginal and Torres Strait Islander community within the City of Sydney and across the State. As has been the case in Waterloo where a commitment was made to deliver 10 per cent of the estate as homes for Aboriginal and Torres Strait Islander peoples, the Minister will also ensure a certain proportion of the social housing product is provided for Aboriginal and Torres Strait Islander peoples in this development;

(B)      Council note matters raised in response to the public exhibition of the Planning Proposal – 600-660 Elizabeth Street, Redfern and draft Design Guide – 600-660 Elizabeth Street, Redfern, as detailed in this report and as shown in Attachment A to the subject report;

(C)      Council approve the Planning Proposal – 600-660 Elizabeth Street, Redfern, with amendments in response to submissions, as shown at Attachment B to the subject report, to be sent to the Department of Planning, Industry and Environment to be made as a local environmental plan;

(D)      Council approve the draft Design Guide – 600-660 Elizabeth Street, Redfern, with amendments in response to submissions, as shown at Attachment C to the subject report, to be sent to the Department of Planning, Industry and Environment for approval and subject to the following amendments to clause 3.8(4): Consideration should be given to allocating 10 per cent or more of the total number of dwellings to be provided for Aboriginal and Torres Strait Islander housing; and

(E)      authority be delegated to the Chief Executive Officer to make any minor amendments to Planning Proposal – 600-660 Elizabeth Street, Redfern and draft Design Guide – 600-660 Elizabeth Street, Redfern to correct any minor errors or omissions prior to finalisation.
