Recommendation
It is recommended that the Committee endorse the following
(A) Between the points 7.5 metres and 28.5 metres as "Works Zone 7am-6pm Mon-Fri 8am-1pm Sat";
(B) Between the points 38.5 metres and 71.5 metres as "Bus Zone 7.30-9am 2-6pm School Days" and "1P 9am-2pm Mon-Fri"; and
(C) Between the points 71.5 metres and 97.5 metres as "No Parking 7.30-9am 2-6pm School Days" and "1P 9am-2pm Mon-Fri".
The proposed Works Zone is subject to the following conditions:
(D) The Applicant must comply with the Works Zone conditions as stipulated in Schedule C of this agenda.
(E) The Applicant must obtain separate approval from the City's Tree Management Team prior to implementation of the Works Zone.
(F) The Applicant is not permitted to operate any part of a crane over a public road or hoist/swing goods from a Works Zone across or over any part of a public road by means of a lift, hoist or crane unless a separate approval has been obtained from the City's Construction and Building Certification Services Unit as required under Section 68 of the Local Government Act 1993 and Section 138 of the Roads Act 1993.
(G) The Applicant must notify adjacent properties of the Works Zone at least 14 days prior to installation and must provide a telephone number of the supervisor responsible for the proposed Works Zone and include contact details in the notification letter to be distributed to affected stakeholders.
(H) The Works Zone will only be installed upon approval of the Construction Traffic and Pedestrian Management Plan (CTPMP).

Advice
The Committee unanimously supported
the recommendation and noted that a review will be undertaken one month after
the installation of the Works Zone, the outcome of the review will be reported
back to the Chairperson.
Background
The City invited feedback in December 2022 to evaluate the
effectiveness of trial parking changes implemented in July 2022 to improve
traffic and parking conditions during school afternoon pick-up times at the
Sydney Church of England Girls’ Grammar School (SCEGGS) in Forbes and Bourke
Streets, Darlinghurst.
The redevelopment of SCEGGS Wilkinson House is a State Significant Development (SSD-19989744) and conditional development consent was granted by NSW Department of Planning in August 2022.
In accordance with the development consent conditions,
Grindley Constructions Pty Ltd has prepared a Construction Traffic and
Pedestrian Management Plan (CTPMP) to document traffic and pedestrian
management arrangements around the site. The CTPMP proposes a 21 metre Works
Zone in Forbes Street in front of Wilkinson House, and conversion of some of
the pick up and drop off spaces on the western side of Forbes Street to bus
parking.
