Recommendations

It is recommended that the Committee endorse the allocation of the kerb space on the western side of Kent Street, between the points 20 metres and 35 metres south of Market Street as "Works Zone 9.30am-3pm Mon-Fri 8am-1pm Sat" and "No Stopping All Other Times", subject to the following conditions:

(A)      The Applicant must comply with the Works Zone conditions as stipulated in Schedule C of this agenda.

(B)      The Applicant must obtain separate approval from the City's Tree Management Team prior to implementation of the Works Zone.

(C)      The Applicant is not permitted to operate any part of a crane over a public road or hoist/swing goods from a Works Zone across or over any part of a public road by means of a lift, hoist or crane unless a separate approval has been obtained from the City's Construction and Building Certification Services Unit as required under Section 68 of the Local Government Act 1993 and Section 138 of the Roads Act 1993.

(D)      The Applicant must notify adjacent properties of the Works Zone at least 14 days prior to installation and must provide a telephone number of the supervisor responsible for the proposed Works Zone and include contact details in the notification letter to be distributed to affected stakeholders.

(E)      The Applicant must hold a valid Road Occupancy License (ROL) from TfNSW to stop in the Works Zone.

(F)       The Works Zone can only be used for loading and unloading activities. Construction vehicles must not remain within the Works Zone if not undertaking loading or unloading activities.

(G)      If the City receives complaints from TfNSW regarding congestion along Kent Street due to the Works Zone, the continued operation of the Works Zone will be reviewed by the City and TfNSW.

Background

FDC Fitout & Refurbishment (NSW) Pty Ltd has requested a 15 metre long Works Zone in Kent Street, Sydney.

The Works Zone is to facilitate construction works at 1 Market Street, Sydney.

Comments

The kerb space on the western side of Kent Street, Sydney between Market and Druitt Streets where the Works Zone is proposed is currently signposted as "No Stopping". The works zone is proposed within the dedicated left turn lane from Kent Street to Market Street.

The applicant commissioned a traffic assessment to gain an insight into the current traffic conditions in the vicinity of the proposed works zone. The traffic assessment included a queue analysis to determine the extent of queuing in the dedicated left turn lane from Kent Street to Market Street. The traffic assessment was conducted on Wednesday 1 May between 1:45pm and 4:30pm and on Thursday 2 May between 8:30am and 11:30am.

According to the traffic assessment report, the average queue length during the AM peak period was four vehicles and seven vehicles during the PM peak period. However, during the off-peak period, the average queue length was two vehicles. Given that there are only two vehicles queuing on average during the off-peak periods, the queuing vehicles would be contained within the 20 metres "No Stopping" zone at the intersection. Therefore, the proposed Works Zone, which will be located 20 meters from the intersection, should not affect the queuing vehicles at the intersection.

To ensure that the proposed Works Zone does not create traffic impacts at the intersection, the Works Zone is intended to operate only during the off-peak times on weekdays from 9.30am to 3pm Monday to Friday and 8am to 1pm Saturday in accordance with the Complying Development Certificate Conditions. After the Works Zone hours the kerb space will revert to "No Stopping All Other Times".

The applicant must notify adjacent properties at least 14 days prior to the implementation of the Works Zone.

Financial

All costs associated with the Works Zone will be borne by the Applicant.
