In 2017, 2018 and 2019 The Australian Hotel has submitted for a Special Event Clearway and a temporary lane closure of the southbound lane on Cumberland Street for Anzac Day and increased trade which comes particularly from the activities and parade in the CBD. Due to health restrictions, The Australian Hotel is only applying for a footpath closure of eastern side footpath of Cumberland St north from the YHA to the pedestrian crossing near SHB access, which is approximately 85 metres.

PMNSW is requesting the LPCTCC endorsement to close the Cumberland St eastern side footpath area from 0700 until 00:00 on Sunday 25th April 2021

The Rocks hotels and restaurants have been put forward as the initial priority focus to extended trading to meet objectives by State Government for jobs creation and the economy recovery.

Background

On 19 December 2013, the NSW Government adopted the Sydney City Centre Access Strategy (Access Strategy). The Access Strategy will deliver a fully integrated transport network in Sydney’s City Centre that puts the customer first and meets the growing transport task. It will mean more people use public transport to access the City Centre and it will change the way people move around within it.

The Access Strategy considers all transport modes and demonstrates how light rail, buses, trains, ferries, cars, taxis, pedestrians and cyclists will interact in the heart of Sydney. The Access Strategy also provides a clear direction for how all the different transport modes will work together in the Sydney CBD to reduce congestion, provide for future growth and improve the customer experience.

Recent bus network changes has seen the need to extend the length of this bus zone to enable two articulated buses to stop in this zone. The extension of the bus zone will have no impact on the flow of traffic or loss of parking as the area is currently signposted as No Stopping.

Background

PMNSW and the State Government is partnering with the City of Sydney (CoS) to deliver outdoor dining to promote visitation and customer experience for venues. The Rocks hotels and restaurants have been put forward as the initial priority focus to trial new regulations to assist local tenants in The Rocks for extended trading.

An on-site meeting was held 29th September 2020 at The Australian Hotel with TfNSW, CoS, Police Licensing, Avert Risk and PMNSW to discuss this activation and review streamlining similar future activations under the pilot outdoor dining program.

The outdoor dining locations proposed being The Australian and Glenmore Hotels in Cumberland Street, The Rocks have been endorsed already by this committee and this application is a further extension of 2 new parking areas.

This proposal is for the endorsement by LPCTCC of the existing activities until 31st October 2021 in line existing approvals.

George St The Rocks between Globe St and Argyle St was presented to the LPCTCC and the CSTTC and approved on a month to month basis from 8th July 2020 in support for businesses and tenants during the COVID19 response.

Dated back till 17th July, Place Management NSW submitted a request to the LPCTCC for out of session approval to extend this northbound closure until the 3rd of August. The City of Sydney, NSW Police, Transport NSW and the Representative for the Member for Sydney advised no objection to the continuation of this arrangement on a month to month basis.

(A)      The Applicant must comply with the Works Zone conditions as stipulated in Schedule C of this agenda.

(B)      The Applicant must obtain separate approval from the City's Tree Management Team prior to implementation of the Works Zone.

(C)      The Applicant is not permitted to operate any part of a crane over a public road or hoist/swing goods from a Works Zone across or over any part of a public road by means of a lift, hoist or crane unless a separate approval has been obtained from the City's Construction and Building Certification Services Unit as required under Section 68 of the Local Government Act 1993 and Section 138 of the Roads Act 1993.

(D)      The Applicant must notify adjacent properties of the Works Zone at least 14 days prior to installation and must provide a telephone number of the supervisor responsible for the proposed Works Zone and include contact details in the notification letter to be distributed to affected stakeholders.
